This is a parasite of wood boring caterpillars in the genus Givira, family Cossidae. This is a male on a grape leaf.

According to Dr. Donald Quike, who identified specimens for me:

They are species of Digonogastra. Species identification will be exceedingly difficult as there are quite a number of described species in N America (many originally described as Iphiaulax spp.), and they have never been revised - so there is no even vaguely useful key.
