Very Interesting Cicada! (Diceroprocta? - I think)
I notice a few things that strike me as strange for a Tibicen.
1) There is no "Z" infuscation - the absence of this trait is more typical of members in the Genus "Diceroprocta"; in contrast, the presence of the "Z-shaped" infuscation is often times more typical of Tibicen species (f.y.i. - presence or absence is NOT an absolute in either Genus).
2) The costal vein shows a marked shift in coloration at/near the node. The anterior half being lighter and the posterior half darker (another character seen more often in "Diceroprocta" species - In "Tibicen" species the anterior area of the wing is often more uniform in color shifting from greens/browns to blackish).
3) Although the wings are relatively short and round, more like a Tibicen, there are a few western "Diceroprocta species" that possess this character.
4) Round opercula (?): The rounded opercula is certainly more typical of Tibicen (however several exceptions do exist among the Diceroprocta spp.)
5) small size - there are some small western Tibicen species, but judging from the image, this cicada looks small.
