Yes, it is a caddisfly of family Hydropsychidae (Netspinning Caddisflies), probably genus Hydropsyche, of which there are (3) species present in WA, H. californica, H. confusa, and H. occidentalis.

this is probably Hydropsyche but that should also include the WA species treated recently as Ceratopsyche. I don't think the photo resolution is high enough to determine which of these groups it may be - at least I can't see anything that helps. While it appears darker, and more marked, than most Cheumatopsyche, it would be good to have a size to possibly rule Cheumatopsyche out.
