Hydropsychidae

Yes, it is a caddisfly of family Hydropsychidae (Netspinning Caddisflies), probably genus
Hydropsyche
, of which there are (3) species present in WA,
H. californica
,
H. confusa
, and
H. occidentalis
.

this is probably Hydropsyche but that should also include the WA species treated recently as Ceratopsyche. I don't think the photo resolution is high enough to determine which of these groups it may be - at least I can't see anything that helps. While it appears darker, and more marked, than most Cheumatopsyche, it would be good to have a size to possibly rule Cheumatopsyche out.
