Unknown wasp. Not sure if it's a wasp, but I noticed a stinger protruding from its abdomen.

Black Solder Fly
I think this is a Black Solder Fly, but I am not sure. Maybe someone else will know for sure

 
I agree.
It is indeed a black soldier fly. I personally believe they are mimics of the organ pipe mud dauber, Trypoxylon politum. The "stinger" you mention is the female's ovipositor: What she lays her eggs with.
