Probably Netelia johnsoni
I don't believe I have seen specimens of this species, but it is a species of Netelia that lacks an areolet (outer vein of cell absent). The species also lacks the occipital carina and is placed in a separate subgenus Parabates along with one European species. Of course, I cannot tell if the individual in this photo lacks the occipital carina, but it is Netelia, and my expectation is that it is johnsoni rather than being an aberrant individual of a species that normally has an areolet. While johnsoni has apparently not been recorded from the state of Washington, it is known from British Columbia as well as New Hampshire, North Carolina, and Tennessee.
