Size: 1.5 mm
It emerged from one of these goldenrod galls:
along with several other wasps. It must be a parasitoid.
I collected these galls in March and the wasp came out sometime during my absence, mid May to mid June.
Maybe there is some chance of IDying it. My lens can't get more detail in such tiny subjects.

This belongs to the subfamily ...
... Tetrastichinae.

Eulophidae…
I suspect that this is another eulophid wasp. The 4-segmented tarsi helps distinguish this chalcid from other groups. The length of the wings is unusual however.
