it must be fairly rare?

 
Depends what country you are in...
In Mexico and southwards, no, it apparently is fairly common. In the LRGV, there has been an average of about one per year recently (but never when I'm nearby!). It sounds from what I read on-line that it is rarer in Florida and Arizona than in TX. Records away from the immediate border vicinity seem to be EXTREMELY rare.
