This looks like a male to the other two that I think are female of the same species. This photo was taken within yards of the photo on the left below and only 14 minutes after. The photo of the female on the right below was taken 13 days earlier about 1/2 mile away. All were in prairie. Maybe the prey can help determine size.

Proctacanthus
These are certainly in that genus. And there are only two proven for your state. These are not hinei. And though they are a bit different from my southern forms I still think they are P. milbertii.
