Gregarious caterpillars, appeared to be associated with several herbaceous plants on a stream bank.

Miltbert's Tortiseshell
This is an exact match to Aglais milberti, aka Milbert's Tortiseshell in my copy of Wagner's "Caterpillars of Eastern North America"-p. 116. Location is perfect, as it's stated to reside in "wetlands, watercourses, fields and meadows, weed lots, pastures and other open habitats" with common food plants listed as nettle. Caterpillars feed in dense groups from the top of the plant down, which appears consistent with your photo.
