Colony of unknow aphids or something - Cerastipsocus venosus

Size: <1/4 inch
I found this colony on the trucnk of a water oak in my front yard. The colony was ~3" diamter circle. There were larva and winged adults. Antennae were very long on adults. They look similiar to giant bark aphids. Any ideas what these little fellas might be?
