Phyllophaga tarsalis Schaeffer
One can almost see the diagnostic expanded (like a shark's dorsal fin) first metatarsal segment. The locality, pruinose pronotum, and long elytral hairs peg this one. In the same area a look alike, Phyllophaga nogales, occurs, but is has short elytral hair and "normal" posterior tarsi. The peckers are different as well.
