The fringe is fine for Prays atomocella
in the guide here, but the spots and antennae seem wrong and you would need to have Wafer Ash (Ptelea) nearby.

I like something in...
Yponomeuta better, but I'll wait for one of the mothies to come along and give you something more definitive. I would have said Y. multipunctella, but none of the specimens in the Guide have your antennae color or the coloring of the fringe along the rear end...

 
yeah the fringe
is off on just about everything i looked at...i originally thought ermine moth too but the fringe and legs dont match. thanks for taking a look at it :)
