Dryinid -- looks like Dryinus alatus in the guide; nice find!

 
Definitely a beautiful female
Definitely a beautiful female Dryinus alatus (Cresson, 1872). The shape of the posterior margin of the head is typical.

I don't think so...
That "neck" is a characteristic of Gasteruptiidae or Stephanidae. Possibly some other families. Unfortunately I'd never be able to key it out from this photo and I've never seen a wasp quite like this. Hopefully someone will be able to ID it for sure.
