This was on a reed in a small bay . The little Pincers or antennae on the bottom were constantly moving . To avoid any confusion , I'm talking about the thing under the Fly which may not even be an insect .

Not so sure.
This looks to me more like an old batch of horse fly eggs (Tabanidae), and possibly other things scavenging it, including the obvious fly.

Still...
Maybe the "pincers" were another scavenging insect (or two) moving beneath the mass? I agree with Eric, this looks like a tabanid egg mass. It wasn't moving along the reed, was it? Just moving in place?
