A small and very sluggish lycanid found in the tall grass in the morning.

It is a female Buckwheat Blue
or genus Euphilotes. It appears to be representive of the Cascades version (well close to Cascades) of E. glaucon. Compare with these Butterflies of America.

There are a lot of names being given to local populations belonging to this genus lately, particularly near the Pacific Coast, and it is a very confusing situation right now. So, this is probably correct, but could change, and might be wrong.
