Size: 4mm head to wing tips
I think this is a fly but I'm not confident enough to post directly to Diptera with it. I found it on the lamp post in our front year, at night, with the lights lit.

Thanks Ron. I knew that the halteres meant it was not a bee or a wasp but I did not know that the existance of halteres eliminated it from all other insect groups outside of Diptera.

It's a fly, but an odd one.
Note halteres in front of wing(s) - the small stabilizer pads that replace what would otherwise be the second set of wings.

 
Spear-winged fly.
Pretty sure this is a spear-winged fly. The venation is pretty distinctive for that family, the size is right....
