Moved from Elm sawfly.

Think I found it - Cimbex americana
It looks like a picture of one on this site. The color is right, with the blue stripe outlined in black down the back, the black lateral spots, and the small white spots are all there.

It looks somewhat like another one in the guide.

You might be right. I looked up a picture of the Willow Sawfly and it was very close. Thanks.
