Think I found it - Cimbex americana
It looks like a picture of one on this
site
. The color is right, with the blue stripe outlined in black down the back, the black lateral spots, and the small white spots are all there.

You might be right. I looked up a picture of the Willow Sawfly and it was very close. Thanks.
