I agree with Eric. The yellowish anterior surface of the flagellum clearly distinguishes this male from P. fuscatus.

P. metricus
Pretty sure this is a Polistes metricus. The way the abdomen bulges dramatically underneath is a good diagnostic character. Moving to guide page.
