looks like subfamily Eumeninae, Potter, Mason Wasp
I'd poke around here, probably for both of the wasps, or somebody may tell you the species right off the bat -Subfamily Eumeninae - Potter and Mason Wasps

Maybe Ancistrocerus.
I think it might be a species of Ancistrocerus, as I can barely make out the carina (ridge) around the front part of the first abdominal segment.

Overall outline, color pattern and strong notauli on mesoscutum leave no other possibility.
