Fruit fly looks like a Drosophilid; shady mountain stream environment, photographed on Stinging Nettle.

Homoneura
This is a species of Homoneura, subgenus Homoneura. Afraid I can't do more than that with a photograph. But it is a male, so certainly identifiable with the specimen.

Lyciella?
This has 1+3 dorsocentrals, no postsutural intra-alar, and a darkened r-m crossvein atypical for Minettia. Could it be Lyciella?

West Coast Fauna
Don't know your fauna but would say it's in Lauxaniidae. I'm sure Ron Hemberger will be able to tell you more, once he wakes up :)
