Nabidae.
I'm pretty confident that this is a micropterous (abbreviated wings) adult female damsel bug in the family Nabidae. Never seen one with annulated (banded) legs, though.

 
Damsel Bug
That was my first impression, but the raised banded edges of the abdomen made me think assassin. Thanks as always for the exellent advise, Eric.
