Very large numbers of these active aphids were parasitizing Betulaceous trees along the shores of the lakes

Psyllids--if this is alder, maybe cottony alder psyllid? I haven't found an image of an adult to compare with this one.

Host Plant
I have uploaded a view of the entire leaf. From what I can tell the host plant is a specimen of
Alnus incana
which is noted to prefer higher elevations along watercourses and poorly drained areas.

)
in the birch family (Betulaceae).
