V. Belov is correct this is a male of Collops limbellus Gemminger & Harold. The species occurs in the western US often on the flower spikes of grasses. It can be found from Durango Mexico north into Arizona, California, Kansas, Nebraska, New Mexico, Oklahoma, South Dakota, Texas, and Utah. It can be distinguished from the similarly colored C. flavicinctus by the black erect hairs on the elyta which are pale in C. flavicinctus.
