The long, pointed marginal cell shows this to be a species of Pison. Possibly a new introduction.

Pison.
That is my best guess, anyway. The emarginate ("notched") eyes, and the obvious ocelli rule out Larrini tribe, which is what I thought initially. Great image that should be easy for a specialist to ID with more certainty....Actually, I'm getting more certain of myself the longer I look at this:-)

Does Pison even occur in California?

In California...I thought so...
Here is one image, granted, it is much further south than my Bay Area location, that is currently in the guide as Pison in Orange County California.
Also, I had done a little bit of looking on the internet that suggested that this invasive species was in California, however, I do not have very extensive knowledge, and can not site any scientific references that state that Pison is in California.
I apologize if I was hasty in moving this specimen to the Pison page.
Would it be safe to move to the Crabroninae location in the Guide?
