Size: -1 cm
Saw this tiny (1/2-1 cm) insect fly onto the tip of a Woodland Horsetail. In flight it looked very orange, like a Lady Beetle. I am pretty sure from the shape that it is a Robber Fly but I did not know that they came this tiny. Is there any chance of IDing it?

Yes -
This is a robber fly, and yes, it could Holcocephala. Eric Fisher may be able to give you an ID.
The link to the tiger beetle Cicindela surely must be a typo!!!
