Seems a lot like a
Coras
sp.? Besides
Cybaeota calcarata
(a tiny 2.5mm cybaeid species), there's 3 species of
Cybaeus
in the northeastern USA, though... so maybe this is just a
Cybaeus
species I've never seen before.

Cybaeus
may be another possibility, though I don't know its range. It seems like Cybaeus spiders have larger eyes in relation to their 'head' than Coras? If that's a reasonable assumption than maybe you are correct with Hacklemesh Weaver after all.
