Minettia flaveola
This is the lauxaniid species Minettia flaveola. Extremely common in California! These feed in decaying vegetation - perhaps mining in fallen leaves, but not on a living plant.

I have wondered about this one for a long time. Its combination of small size and interesting colors and markings seems to compel me to photograph it when I see it, but I couldn't get too far with ID. Thanks, again!
