These structures are so much like organ pipes,
I typed that and potter wasp into Google and came up with this Organ Pipe Wasps. This species is in the SE, maybe something similar lives around you. Nice shot!
Update: I see we have Trypoxylon politum already reported from PA here, so it could be this one.

Thank-you! I've been seeing these nests around. But not so many as I saw at our local Environmental Center. I wondered what made them. Cool! and I think I spotted one of the wasps yesterday near my house-after looking at the link you gave. There weren't any hanging around the nest though. I was waiting near them for sme time and nothing showed up.

Trypoxylon politum nest.
the organ pipe mud dauber, Trypoxylon politum, ranges at least as far north as southern Michigan. One female made this nest, and we can tell it is finished by the "curtains" of mud closing off the ends of each "pipe". Each pipe is a series of smaller cells, and the mature wasps will chew holes in the top of their cells in order to emerge. So, a vacant nest will look like it has been shot several times:-)

 
So each set is made by a diff
So each set is made by a different female-woah-the place was covered with a bunch of seperate ones-like a dozen or more. That would mean there are that many females? and I did notice that some had been opened from the fist time I looked at them-nice round holes chewed in them.

I didn't know how to move it to there so I just added the image to that gallery.

I hope that will do, Now should I delete the original-I'm working on reading the Help section-but I'm still not sure how to do this-and I'd hate to mess your site.

I did it for you. Next time tag the image, go to the proper page and add the image there. If you don't know how to do it some of the editors will do it for you. No need to add a new image.
