Spotted several in the "weeds" next to the Potomac River. They seemed to like to stick their back legs up.

All treehoppers use the fine hairs on their hind legs to clean themselves.

These didn't seem to be cleaning themselves - there was no cleaning motion going on. It was more like a threat display, almost.
