Very interesting!
I 'think' this might be a nabid (damsel bug), perhaps a juvenile Carthasis decoratus, but even the adults are only 3.5-5 mm according to my reference (Slater & Baranowski, How to Know the True Bugs). The presence of an apparent "victim" does suggest that it is predatory. Otherwise I was leaning toward a stilt bug....Now leaning strongly in that direction given images in the guide already of a virtually identical creature.
