I suspect that this waspy looking creature with very long antennae and ovipositor is a braconid wasp. This is an entirely new and unfamiliar group for me.

biological control of tree fruit pests
Most of the economic literature is under Macrocentris delicatus and it is an important parasitoid of Oriental fruit moth in both apple and peach in Pennsylvania and on codling moth in apple.

You can clearly see the RS+M wing vein which separates it from the very similar ichneumon wasps.
