Clastoptera
You would have to see the face better to be sure - if the lower half of the face is black, then you are right, it's the alder spittlebug; but if the face is pale with a black band across the middle (which it what this photo suggests) then it's C. ovata, which is found only on Ceanothus velutinus (snowbrush), a common ground cover in mountainous regions of the northwest.

Thanks, I think you are correct. I don't have any good photos, but the lower half of the face is not black. I can move it to C. ovata if you agree?
