Your location narrows it down a bit. Despite all the missing pieces, I think we can call this a short-winged meadow katydid, Conocephalus brevipennis.

I can say it's a Conocephalus
I can say it's a Conocephalus sp, but not beyond that. The size is too small for Orchellimum
