Would be nice if we could see
the underside of the cone, but this species seems to be the only one that fits regardless.

sword-bearing?
Based on your location and what we can see of the cone, I'd suggest sword-bearing conehead, Neoconocephalus ensiger. It would take a good look at the underside of the cone to be sure.
