Eastern and downy
These are all either V. flavopilosa (the downy yellowjacket) or V. maculifrons (the eastern yellowjacket) workers.

The large one near the top of the photo is a flavopilosa, the two to the immediate right and left of her are maculifrons. The two that are drowning are also maculifrons
