cool shot! they look like Sand Wasps, not bees
Check out Subfamily Bembicinae I wonder if the cluster of them is some type of mating behavior? Wait for expert feedback on this one. I'm speculating a bit. :)

Here's a Bembix, related I think, that I found.

 
Sleeping behavior.
A "slumber party" of mostly male(?) bembicines, probably in the genus Steniolia, though I'm not positive. Neat image of the behavior with enough detail that a species ID is probably possible at some point. Bembix do not do this clustering behavior.
