This was discovered outside under a large piece of metal. There is a mulberry tree nearby.

Either not insect-related, or cells constructed from cut leaves by a leafcutter bee (genus Megachile). Please compare with existing images of leafcutter bee nests in the guide pages.

Thank you so much! Now that you pointed me in the correct direction - I found a few images similar to mine and it is definitely a leafcutter bee cocoon.
