None of the pics on BG look as bright green as this one, but I'm pretty sure this is a Chinese mantid. It was finishing off a skipper in a rock garden in William Land Park.

While a dorsal shot would cinch it, I'm going to say this is an adult female Stagmomantis sp., but please wait for an expert opinion.

Here is a different individual in the same garden. It looked to me to be the same species when I was photographing it.

This is a Stagmomantis sp. for sure. Based on your location, it is likely S. californica.
