Having looked through the guide the closest I can find is Mischocyttarus flavitarsus - Paper Wasp. Is this even close?

This was sharing the plant with Carpenter Bees, Milkweed Bugs, and Great Golden Digger Wasps.

Paper Wasp - yes, maybe a Polistes
I don't know too much about these. The tail looks more like a Polistes than Mischocyttarus to me.
