Neoperla
. Enlargement of your image seems to show only two ocelli close together (within the dark patch toward the rear of the head). The size and what can be seen of the wing venation also appear to be consistent with that genus.

If...
you can verify from the specimen that there are only two ocelli, then the genus ID should be reliable. There are about 6 species of
Neoperla
recorded for PA, and the information available in the photo will not allow for species ID.
