Moved from ID Request. Tentative ID is good enough to move hoppers because Andy Hamilton will check for wrong IDs. He has written that nothing else looks like this species, so I'd agree anyway.

looks like Speckled Sharpshooter
Paraulacizes irrorata. If I'm correct, here's its KS cousin. They vary a bit in color.
