Sorry about the poor image quality, but the fly wouldn't let me get closer than about 8 feet. I think it's a female Syrphid.

Not Helophilus?
This doesn't look like the US species of Helophilus. I think it is Parhelophilus or Lejops.

The only species you should have at low elevation are H. fasciatus and H. latifrons.

After another look, I'm fairly certain it's Lejops. Abdomen seems a bit dessicated.

Pretty sure it's Helophilus, a sun lover. First one I shot wouldn't let me get close, either.
