I posted a European Ground Beetle before, if this is what this is, but my question is why doesn't the elytra of this insect fit the body? Is it in the "family way" and nothing fits?

Gravid female
It certainly appears to to Carabus nemoralis, and the reason that the elytra do not seem to 'fit' the body is that this is likely a gravid female, and her abdomen is distended with eggs.

 
Yes,
this appears to be Carabus nemoralis. I'm unaware of any reports of occurence in UT. It is known in adjacent states ID, NV, WY according to the catalogue by Bousquet & Larohelle (1993). The data are worth saving at BuGuide.

I've also collected many specimens from Utah county. It's safe to say that it's well established in the state.
