Could this be a phantom midge? The thorax markings are similar to those in the guide.

So, are you just able to ID this by the spots on the wings?

 
Mostly spots
The spot pattern, mainly the row in the R cell, is unusual. The pale spot on the thorax also helps, and indicates subgenus. You can see the overall appearance is quite similar to one or two others in the genus.

If it didn't have distinctive spots on the wings I might not even be able to go to subfamily.
