Eumeninae
Subfamily Eumeninae, probably Eumenes, base on the shape of the base of the abdomen.

 
Not Eumenes....
but easily confused with that genus. This is Zethus spinipes. Really nice image, too, that shows the petiole between thorax and abdomen (the shape of which is the major obvious difference between Zethus and Eumenes).

 
subspecies variegatus?
I know zero about these wasps, but when I moved it I saw there are two subspecies - this one seems to have more white than the nominate subspecies images, does that make it Z. s. variegatus?

Gorgeous insects, I wish I had more of these and fewer yellowjackets!
