Not Eumenes....
but easily confused with that genus. This is
Zethus spinipes
. Really nice image, too, that shows the petiole between thorax and abdomen (the shape of which is the major obvious difference between
Zethus
and
Eumenes
).

subspecies variegatus?
I know zero about these wasps, but when I moved it I saw there are two subspecies - this one seems to have more white than the nominate subspecies images, does that make it
Z. s. variegatus
?
Gorgeous insects, I wish I had more of these and fewer yellowjackets!
