In my opinion - Libellula incesta (female)
According to Paulson (1) pg. 397 - The female Slaty differs from female Great Blue by entirely black femora.
Also on pg. 397 - the female Great Blue has no black under the forewing.

Compare this picture with Beaton (2) pg. 284 of an adult female Slaty.

I would go with...
...female Great Blue Skimmer (Libellula vibrans) but please wait for an expert to confirm or correct.
