Size: 19mm
It was perched on Rudbeckia hirta (aka Black-eyed Susan) flowers and only allowed me two pictures before flying away. I guess they like Rudbeckia flowers, as I found multiple pictures of them on it (such as: Jackie's and Lynette's).

Yes
This is most likely Bembix americana comata. The name has changed frequently over the decades, so not sure if it is a subspecies, full species, or none of the above currently:-)
