I think it's a female Phantom Midge (Chaoboridae).

Isn't feathered antennae indicative of male, for midges? It's hard to see for this shot but I'll add head detail. BTW thanks for reminding me :)


 
Males are hairier
Females have sparse hairs on the antenna. Males have dense hairs in distinct rings.
